Specifies a time limit for the validity of a finding of no significant impact of a final environmental assessment or acceptance of a final environmental impact statement for a proposed action. Requires an agency or applicant to commence a new environmental review process for the proposed action if the validity expires.
Establishes statewide, uniform standards to promote agricultural tourism activities in the State for all counties that have adopted an agricultural tourism ordinance. Requires agricultural tourism activities to be registered by the county planning department. Requires agricultural tourism activities to coexist with an agricultural activity on a farming operation and requires termination of the agricultural tourism activities upon cessation of the agricultural activity, except under certain circumstances. Prohibits the sale of nonprescription diet pills and dietary supplements for weight loss or muscle building to any person under eighteen years of age. Requires retail establishments and delivery sellers to follow certain protocols regarding certain products to prevent access by minors to the restricted products.
Requires the Department of Agriculture and Biosecurity to accept the transfer of and manage certain qualifying non-agricultural park lands. Authorizes the Department of Agriculture and Biosecurity to request information related to easements prior to any transfer of certain qualifying non-agricultural park lands. Requires approval from the Board of Land and Natural Resources and Board of Agriculture and Biosecurity and an approved feasible and funded action plan before pasture lands are removed for reforestation or other public purposes.

Establishes the Hawaii Agricultural Transportation Assistance Special Fund. Requires reports to the Legislature. Appropriates funds.
