Appropriates funds for the department of transportation to develop, in conjunction with the appropriate counties, a pilot program to use noise detection traffic cameras to address excessive traffic noise in urban areas in counties with a population of more than five hundred thousand. Requires report to the legislature. Sunsets 12/31/2025. Effective 6/30/3000. (HD1)

Prohibits the sale, offer for sale, display for sale, trade, or distribution of certain animal fur products in the State. Effective 1/1/2024.

Establishes a two-year pilot program to require the department of health to implement the excessive amplified noise control regulation in the Waikiki Special District, which prohibits, with certain exceptions, the emission of excessive amplified noise during certain hours on public sidewalks near certain locations in areas zoned as mixed-use or residential without prior approval from the director of health. Establishes penalties for violations. Requires the department of health to adopt rules and report to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)

Requires government entities to seek reimbursement for all or a portion of search or rescue expenses for persons who require rescue after leaving a hiking trail to enter an area closed to the public or hiking on a trail closed to the public, with a sign giving notice of the closure. Effective 6/30/3000. (HD1)

Establishes a nonrefundable tax credit for commercial property owners that make available parking spaces within the owners' parking lots for use by peer-to-peer car-sharing platforms. Applies to taxable years after 12/31/2022. Effective 7/1/3000. (HD1)

Authorizes the counties to reclassify lands fifteen to one hundred acres in certain rural, urban, and agricultural districts in which at least fifty per cent of the housing units on the land sought to be reclassified are set aside for persons and families with incomes at or below one hundred forty per cent of the area median income.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches shall be protected and shall not be infringed. Effective 6/30/3000. (HD1)

Appropriates moneys to the department of science of the University of Hawaii Maui college to support water testing on the island of Maui, including supplies and the creation of 2.0 FTE positions. Effective 6/30/3000. (HD1)

Requires the department of health to establish a reverse vending machine pilot program to provide grants to deploy reverse vending machines in the State. Allows moneys from the deposit beverage container deposit special fund to be used for grants to deploy reverse vending machines. Effective 6/30/3000. (HD1)

Beginning 1/1/2024, prohibits the issuance of building permits for new single-family dwellings that are part of a development of ten or more dwellings and do not include a rooftop photovoltaic energy generating system, under certain circumstances. Authorizes the Hawaii state energy office to use moneys from the energy security special fund to administer variances. Effective 6/30/3000. (HD1)
