Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose. Effective 7/1/3000. (HD1)
Allows no more than two members of the board of land and natural resources, one of which may be the chairperson, to determine items that shall be placed on a meeting agenda and any discussion between the two members shall be a permitted interaction under the sunshine law. Effective 6/30/3000. (HD1)

Amends the offense of simple trespass to establish the civil infraction of trespass onto real property and monetary penalties therefor. Provides that a violator shall be issued a citation. Requires violations to be adjudicated in the district courts using a system similar to that used for adjudicating traffic infractions and emergency period infractions. Requires the judiciary to have established and implemented no later than 1/1/2024 the system to adjudicate citations for civil trespass. Effective 6/30/3000. (HD1)
Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)
