RELATING TO GENDER PARITY IN PROGRAMS FOR INCARCERATED WOMEN.

Appropriates funds to the Hawaii Correctional System Oversight Commission to study all programming offered to persons incarcerated at correctional facilities and convene a group of incarcerated women for the purpose of identifying gaps in the programming offered to female inmates. Requires that the study be submitted to the Legislature by 6/30/2024. Effective 7/1/2050. (SD2)

RELATING TO CANCER.

Appropriates funds to the University of Hawaii Cancer Center to conduct a multiethnic cohort study focusing on the social determinants of health, lifestyles, environmental exposures, and resilience factors of Native Hawaiians, Pacific Islanders, and Filipinos. Requires the Cancer Center to seek federal funding to complete the study. Effective 6/30/3000. (SD1)

RELATING TO REHABILITATION.

Amends the Criminal Justice Diversion Program including allowing examination of defendants via telehealth. Requires the Judiciary, in consultation with other stakeholders, to submit monthly and annual reports to the Legislature on the effectiveness of agreements for post-booking jail diversion programs for district and circuit court in the first circuit. Amends the allowable period of court-ordered assisted community treatment and considerations for extensions. Allows courts to require certain probation violators to undergo mental health evaluation and treatment as a condition of continued probation. Requires the Department of Health to contract with behavioral health crisis centers and to establish a statewide Hawaii Urgency Response Center. Restores funding for probation officer services for the mental health court. Effective 7/1/3023. (SD1)

RELATING TO EARLY INTERVENTION SERVICES.

Establishes an Early Intervention Services Working Group within the Department of Health to study and recommend ways to assist and support deaf and hard of hearing children, including implementation strategies. Requires a report to the Legislature. Appropriates funds. Effective 6/30/3000. (SD1)

RELATING TO THE HAWAII CORRECTIONAL SYSTEM OVERSIGHT COMMISSION.

Requires members of the Hawaii Correctional System Oversight Commission be subject to the advice and consent of the Senate. Extends the term of the Oversight Coordinator for the Hawaii Correctional System Oversight Commission. Requires the Commission to publish a summary of an investigation and any action taken by the Commission in response. Authorizes the Commission to hold a meeting closed to the public to discuss with the Oversight Coordinator a complaint investigated when necessary to maintain confidentiality, under certain conditions. Broadens the Oversight Coordinator's power to make inquiries, obtain information, and inspect the premises of agencies and correctional facilities. Effective 6/30/3000. (SD1)

RELATING TO MENTAL HEALTH.

Establishes provisional or associate-level licensure requirements for marriage and family therapists, mental health counselors, and psychologists and authorizes insurance reimbursements in certain circumstances. Requires psychologist license applicants to possess a doctoral degree and complete certain supervised experience requirements before sitting for the licensing examination. Authorizes insurance reimbursements for services provided by a supervised social work intern in certain circumstances. Appropriates funds. Effective 6/30/2050. (SD1)

RELATING TO THE STATE PLAN.

Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, transit projects, and other areas in the Hawaii State Planning Act to improve the quality of life for residents and visitors. Adds definition of "green infrastructure". Requires the Office of Planning and Sustainable Development, in partnership with the Greenhouse Gas Sequestration Task Force, to submit a report to the Legislature making recommendations for implementing the green infrastructure objectives, policies, and priority guidelines. Establishes full-time equivalent ( .0 FTE) policy analyst positions within the Office of Planning and Sustainable Development. Appropriates funds. Effective 6/30/3000. (SD2)
