RELATING TO CESSPOOLS.

Part I: Establishes and appropriates funds for a county cesspool pilot program in the Department of Health to work with each county to identify a priority area to expand the county sewage system or other centralized treatment system to connect individual properties in the priority area and reduce or eliminate cesspools in the identified area. Part II: Creates a cesspool conversion section in the Department of Health to facilitate the conversion of cesspools within the State. Establishes and appropriates funds for positions. Part III: Requires the Department of Health to retain qualified consultants to identify necessary public outreach and education resources and tools, and develop a comprehensive public outreach strategy and educate homeowners regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Part IV: Establishes, for all taxable years after December 31, 2023, an income tax credit for the cost of upgrading or converting a qualified cesspool to a Director of Health-approved wastewater system or connecting to a sewerage system. Requires that, effective 11/1/23, certain information regarding cesspools on real property be included in seller mandatory disclosures for real property transactions. Effective 6/30/3000. (SD2)

RELATING TO THE DEPARTMENT OF TRANSPORTATION.

Requires DOT to identify an emergency egress route other than Komo Mai drive from Pacific Palisades or, if no other route can be found, determine the feasibility of constructing an alternate emergency egress route. Effective 7/1/3000. (HD1)

RELATING TO ADMINISTRATIVE FEES.

Statutorily establishes a Department of Land and Natural Resources transaction fee for each recording in the Bureau of Conveyances and Land Court. Amends the authorized uses of moneys in the Bureau of Conveyances Special Fund. Repeals language that required the Bureau of Conveyances' microfilm fees to be established by rules. RELATING TO SCHOOL SAFETY.

Requires the Department of Education to create emergency access plans for each Department school. Requires each Department school to have a comprehensive school evacuation communication plan for use during emergencies. Requires the Department of Education to collaborate with the Department of Transportation to assess all Department school campuses to determine if there are sufficient emergency evacuation routes for each campus and report to the Legislature. Declares that the general fund expenditure ceiling is exceeded. Appropriates funds. Effective 7/1/3000. (SD1)

RELATING TO AGRICULTURE.

Facilitates the control and eradication of invasive species and pests. Establishes a plant nursery registration program. Requires the Board of Agriculture to designate certain species as pests for control or eradication. Imposes certain limits on imports and transportation. Excludes a homeowner-developer from the annual requirement to file a developer's report and pay a fee if the homeowner's development consists of not more than two units, one in which the developer resides and one for which the initial sale of the other unit has been completed.
