Allows the use of certain monofilament netting for the protection of plants against invasive species. Requires the Department of Agriculture and Biosecurity to establish rules allowing the sale and distribution of fine mesh nets, including monofilament netting, in the State to protect plants from the coconut rhinoceros beetle. Establishes a Local Agriculture Transportation Cost Reimbursement Pilot Program within the Department of Agriculture and Biosecurity to reimburse eligible ranchers and farmers a portion of their costs to transport livestock, livestock products, agricultural commodities, and certain necessary supplies, under certain conditions. Establishes a position to administer the Program. Appropriates funds. Sunsets 6/30/2029. (CD1)

Authorizes the Department of Land and Natural Resources to issue permits for research, education, management, or propagation purposes that include the taking of marine deposits seaward of the shoreline, as long as the resources will be returned to the beach if possible and that the taking poses no more than a minimal or negligible risk to the environment. Exempts certain positions in the Developmental Disabilities Division of the Department of Health and Hawaii State Hospital from civil service. Authorizes the Director of Health to appoint two additional associate administrators and two project managers for the Hawaii State Hospital or a secure psychiatric rehabilitation facility. Requires the Department of Health to convert certain positions in the Hawaii State Hospital to civil service no later than 6/30/2031. (CD1)

Establishes within the Department of Education arts integration coordinator or specialist positions to support fine arts education and arts integration in public schools statewide. Appropriates funds. Effective 7/1/3000. (HD1)
