RELATING TO AGRICULTURE.

Makes an appropriation to the Hawaii community college for the Hawaii community college and University of Hawaii at Hilo, in collaboration with the Department of Agriculture and the Agribusiness Development Corporation, to study agriculture and agricultural learning opportunities on the island of Hawaii. Requires the Hawaii community college to submit a report to the legislature. Effective 7/1/2050. (SD1)

RELATING TO MEMORIALS.

Appropriates funds for the planning and design of a memorial to honor service members of the recent conflicts in the Persian Gulf, Iraq, Afghanistan, and the various theaters of the Global War on Terrorism, to be located at the Hawaii State Veterans Cemetery in Kaneohe, on the island of Oahu, and replicas of the memorial to be located at state veterans cemeteries statewide. RELATING TO HEALTH.

Part I: changes the name of the board of dental examiners to the board of dentistry and dental hygiene; beginning on 7/1/2018, changes the board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Part II: clarifies the allowable and prohibited practices requirements for dental assistants; clarifies that rules shall not infringe upon, overlap with, or conflict with the duties and scope of practice for licensed professionals; and prohibits persons from employing, directing, or ordering a dental assistant or other person to perform services or procedures within the scope of practice of dental hygiene. RELATING TO IMPORTANT AGRICULTURAL LANDS.

Requires the counties to make recommendations for important agricultural lands by 6/30/2019 or forfeit that right to the Land Use Commission. Extends the period to claim important agricultural land qualified agricultural cost tax credits by 10 years and limits cumulative tax credit to $1,000,000 per tax payer. Appropriates unspecified funds for identification and mapping of important agricultural lands. Effective 7/1/2050. (SD2)

RELATING TO ENERGY MODERNIZATION AT THE UNIVERSITY OF HAWAII SYSTEM.

Requires UH to develop a microgrid plan for one demonstration project at any property on Oahu owned, leased, or controlled by UH. Authorizes UH to select the location for the project. Requires UH to collaborate with the local electric utility. Requires quarterly status reports to the legislature. Requires UH to submit the microgrid plan to the legislature prior to the regular session of 2019. Defines "microgrid". Effective 7/1/2050. (SD2)
