Requires coffee blend labels to disclose regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than 51 per cent coffee by weight from that geographic origin.
Establishes the Hawaii airport authority. Transfers the administration of airports and the general aviation commuter portions of other airports to the Hawaii airport authority. Makes an appropriation.

Authorizes drivers to use streaming music services through mobile electronic devices while driving.
Provides that no financial or property surety shall be required for bail in a case in which no felony is alleged. Provides that a person who commits a criminal offense while on bail for which no financial or property surety was required shall be guilty of a class C felony. (HB464 HD1)
