Expands the qualifying age for the preschool open doors program to children four years old and younger.
Directs the Department of Health, in collaboration with the Judiciary, to create and maintain a directory of reintegration programs and services for incarcerated or formerly incarcerated individuals with an emphasis on culturally based programs and services for Native Hawaiians.
Authorizes medical treatment by administrative order of pretrial detainees or committed persons despite their objection. Establishes criteria for issuing court or administrative orders and the process to determine whether an administrative order should be issued for medical treatment over the pretrial detainee's or committed person's objection.
Authorizes any continuum of care to offer a stipend to volunteers assisting in the point-in-time count conducted annually to determine the number of homeless individuals in the State, as a condition of receiving federal homeless assistance from the United States Department of Housing and Urban Development. Expands the required qualifications that applicants may fulfill as part of the requirements for dental licensure to include passage of other examinations substantively similar to ADEX and dental licensure in another state, along with other qualifications.
Establishes requirements for gerontologist licensure beginning on 7/1/2018.

Changes the name of the Board of Dental Examiners to the Board of Dentistry and Dental Hygiene (Board). Beginning on 7/1/2018, changes the Board composition by increasing dental hygienist representation and ensuring Oahu and neighbor island representation among dental hygienist members. Allows neighbor island Board members to attend meetings via teleconference. Requires the Board to develop conflict of interest policies for Board member participation with dental examination companies and to submit a report to the Legislature prior to the 2018 Regular Session on the status of the policy.
Allows the family court to award a grandparent, upon petition to the court, custody rights to a minor child, and establishes criteria to obtain such custody. Adds criteria regarding the award by the family court of grandparent visitation rights to a minor child. (HB435 HD1)
