RELATING TO HEALTH.

Authorizes the Department of Health to investigate care facilities reported to be operating without an appropriate certificate or license issued by the Department. Establishes penalties for violations and for knowingly referring or transferring patients to uncertified or unlicensed care facilities, with certain exceptions. Excludes landlords from licensure, under certain conditions. (HB1911 CD1)

RELATING TO HEALTH.

Requires the Executive Office on Aging to biennially update the state plan on Alzheimer's disease and related dementias, include an implementation work plan for each goal in the state plan, and include information on progress made toward the goals of the state plan on Alzheimer's disease and related dementias in its annual report to the legislature. RELATING TO SEXUAL ASSAULT.

Creates a Hawaii Sexual Assault Response and Training Program to address the manner in which sexual assault evidence collection kits are processed and tracked, and to ensure that victims of sexual assault are informed of their rights under the law. Requires annual reports by the Attorney General to the President of the Senate and Speaker of the House. Appropriates funds. (HB2131 CD1)

RELATING TO POLICE DEPARTMENTS.

Specifies that citizen administrative complaints against a police officer that involve allegations of domestic abuse by the police officer against a family or household member shall not be required to be filed as a notarized or sworn written statement. (HB2133 CD1)

RELATING TO VIOLATION OF PRIVACY.

Amends the offense of violation of privacy in the first degree to prohibit threats or acts to disclose an image or video. Requires that any recording or image made or disclosed be destroyed or sealed and remain confidential. (HB2134 CD1)

RELATING TO INTOXICATING LIQUOR.

Permits brewpub and small craft producer pub licensees to allow minors, who are accompanied by a parent or legal guardian of legal drinking age, on the licensee's premises. (SD1)

RELATING TO LIQUOR LICENSES.

Requires the county liquor commissions to reduce submission requirements for the issuance of temporary licenses for the sale of liquor for a period not to exceed one day for fundraising events by nonprofit organizations. Permits nonprofit organizations that have been issued a temporary liquor license for a fundraising event the ability to auction off, at a live or silent auction, liquor in sealed or covered containers or services that provide liquor. Defines "nonprofit corporation" to mean charitable 501(c)(3) organizations. (SD1)

RELATING TO THE ISSUANCE OF SPECIAL PURPOSE REVENUE BONDS TO KUNOA CATTLE COMPANY, LLC.

Authorizes the issuance of special purpose revenue bonds to assist Kunoa Cattle Company, LLC, to fund the construction of a multi-species livestock farm, expansion of the slaughter and processing infrastructure, development of distribution assets and agritourism services, and expansion of renewable energy assets. Provides three categories and twelve factors for the Department of Labor and Industrial Relations to apply to determine independent contractor status. Takes effect on 1/1/3000. (SD1)

RELATING TO AGRICULTURE.

Appropriates funds to the Department of Labor and Industrial Relations for the K-12 agriculture workforce development pipeline initiative. Requires annual reporting on the effectiveness of the initiative. Amends Act 163, SLH 2017, by amending the funding source for appropriations made to the Department of Agriculture's biosecurity program. Effective 1/1/2050, except section 4 effective 6/30/2050, and section 5 effective 7/1/2050. (SD2)
