RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO THE JUDICIARY.

Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. RELATING TO HEMP.

Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.

RELATING TO LITTER CONTROL.

Requires the department of transportation to amend the adopt-a-highway program to reduce the minimum number of years a program participant must agree to clean up litter on a highway from two years to one year. Appropriates funds for the department of transportation to establish an anti-litter campaign.

RELATING TO RECIDIVISM PREVENTION.

Establishes within the judiciary a five-year recidivism prevention pilot program consisting of three components: a housing voucher program, child care voucher program, and income tax credit for employers to assist the reentry efforts of certain individuals who exited the Women's Community Correctional Center, for two years after the exit. Establishes five transition navigator positions within the judiciary. Appropriates funds. Effective 7/1/3000. Repeals 7/1/27. (HD1)

RELATING TO WORKFORCE DEVELOPMENT BOARDS.

Renames the workforce development council the workforce development board. Requires the state workforce development board and local workforce development boards to develop conflict of interest policies. Amends the composition and powers of the board. Effective 7/1/2023.

RELATING TO SAFETY.

Establishes a new licensing regime for boiler inspectors and elevator inspectors, including the creation of a boiler and elevator inspectors board. Transfers the licensing of boiler inspectors and elevator inspectors from the department of labor and industrial relations to the board. Clarifies that any inspection required under the Boiler and Elevator Safety Law, including inspections required to be done by the department, may be directed to be completed by licensed qualified boiler inspectors or licensed qualified elevator inspectors. Effective 12/25/2040. (HD1)
