RELATING TO TOURISM GOVERNANCE.

Requires the Legislative Reference Bureau to conduct a study that identifies and analyzes alternative tourism governance systems. Appropriates general funds for the study. Establishes 4 pillars under which the Hawaii Tourism Authority shall operate programs: Hawaiian culture, natural resources, community, and branding. Prohibits entities from being contracted for services or programs that fall within more than 1 of the 4 pillars except in certain circumstances. Requires all branding contracts to be performance-based. Requires the Hawaii Tourism Authority to develop a destination management action plan for each county and perform actions specified in those plans. Prescribes the organizational structure for the Authority. Appropriates moneys out of federal funds received by the State from the American Rescue Plan Act. Effective 12/25/2040. (SD2)

RELATING TO ELECTIONEERING COMMUNICATIONS.

Increases the threshold amount that requires disclosure of electioneering communications. Requires that disclosures of electioneering communications occur on the date the electioneering communications are publicly distributed. Specifies the disclosure date for subsequent public distribution of electioneering communications. Exempts communications in news stories or editorials published by electronic means from being considered electioneering communications. Repeals the actual expenditures exception from the definition of "electioneering communication". Applies to all elections beginning with the 2022 primary election. Effective 7/1/2112. (SD1)

RELATING TO GRADUATE MEDICAL EDUCATION.

Appropriates funds to the John A. Burns School of Medicine to expand medical school and residency training through the Department of Veterans Affairs graduate medical education programs. Effective 7/1/2050. (SD1)

RELATING TO HEALTH CARE.

Establishes the Rural Health Task Force within the Center for Nursing to prepare and develop solutions and make recommendations on registered nurse recruitment and retention in rural areas of Maui, Molokai, and Lanai. Requires the Rural Health Task Force to submit reports of its findings, recommendations, and any proposed legislation to the Legislature prior to the Regular Session of 2023, and prior to the Regular Session of 2024. RELATING TO THE TRANSFER OF NON-AGRICULTURAL PARK LANDS.

Exempts easements granted over public lands affecting the transfer of public lands between the Department of Land and Natural Resources and the Department of Agriculture from formal county subdivision process and approval requirements. Before the transfer of non-agricultural park lands, authorizes the Department of Agriculture to request information from the Department of Land and Natural Resources related to the establishment of necessary and reasonable easements upon the lands. Amends legislative findings regarding non-agricultural park lands. Requires the Department of Agriculture to accept the transfer of and manage certain qualifying non-agricultural park lands. Requires the Department of Agriculture, prior to offering a lease, to inquire with the Department of Land and Natural Resources regarding any easements required for access to landlocked forest reserves or other assets on the lands subject to the lease.  Requires the lessee to develop a conservation program and plan if conservation resources exist on the land. Requires approval from the Board of Land and Natural Resources and the Board of Agriculture before removing pasture lands for reforestation, or other public purposes. Effective 7/1/2050. (SD2)
