RELATING TO TARO.

Exempts from the general excise tax the gross proceeds or income received from the sale of any product resulting from the cultivation and production of unprocessed taro and value-added products whose primary ingredient is taro or taro leaf. Effective 6/30/3000. Repeals 6/30/2028. (HD2)

RELATING TO POLICING.

RELATING TO INCARCERATED WOMEN.

Requires the McKinley Community School for Adults to work with Hawaiʻi Friends of Restorative Justice to provide counseling services for incarcerated women participating in the education and reentry program for incarcerated women that is developed and administered by Hawaiʻi Friends of Restorative Justice. Appropriates moneys as a chapter 42F, Hawaiʻi Revised Statutes, grant for the University of Hawaiʻi Windward Community College education and reentry program for incarcerated women that is developed and administered by Hawaiʻi Friends of Restorative Justice. Authorizes the University of Hawaiʻi Windward Community College to award grants to private entities. Effective 7/1/2050. (SD1)

RELATING TO ADDRESS CONFIDENTIALITY.

Changes the governmental entity responsible for the administration of the address confidentiality program from the office of the lieutenant governor to the department of the law enforcement. Authorizes the department of law enforcement to contract the services of a third party to administer certain services of the program. Appropriates funds for the address confidentiality program. Effective 6/30/3000. (HD1)

RELATING TO POLICE REPORTS.

Allows surviving immediate family members of deceased persons for whom law enforcement initiated an investigation to receive a copy of the closing report prepared by the investigating police department after a specified period of time. Sunsets 6/30/2025. (HD1)

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty of $50 and a maximum penalty of $60,000 per violation of the State Water Code and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation. (CD1)

RELATING TO PRESCRIPTION DRUGS.

Requires certain pharmacies to provide accessible prescription drug label information to individuals who have difficulty seeing or reading standard printed labels on prescription drug containers and inform the public that prescription drug label information is available in alternate accessible formats for individuals who have difficulty seeing or reading prescription drug container labels. Requires the Board of Pharmacy to adopt certain rules by 12/31/2024. (CD1)

RELATING TO THE NEIGHBOR ISLANDS BLIND AND VISUALLY IMPAIRED SERVICE PILOT PROGRAM.

Requires the department of human services to establish a neighbor islands blind and visually impaired service pilot program that supplements existing statewide services by providing training and other services to neighbor island residents who are blind or visually impaired. Requires the department of human services to establish a working group to develop a pilot program implementation plan and submit the plan to the legislature before the regular session of 2024. Requires a report to the legislature on the pilot program before the regular session of 2029. Appropriates funds. Sunsets 6/30/2029. (CD2)

RELATING TO THE DEPARTMENT OF LAND AND NATURAL RESOURCES.

Requires DLNR to develop and publish a website and mobile application that includes the application processes, including a means of collecting any fees, for a permit, license, or reservation needed to conduct recreational and commercial activities in the State. Requires DLNR to make available existing application processes in a digital format to be used on the website and mobile application. Appropriates funds for the establishment of the website and mobile application. (CD1)
