Requires the State to pay, without delay, military personnel called to active duty at the same rate as their active duty counterparts; provide basic housing allowance; provide service credit for time on active duty; and allow state and county employees to count the time called to active duty in the State toward retirement.

Establishes the prevent suicide Hawaiʻi taskforce within the Department of Health. Requires the task force to make annual recommendations to the Legislature on ways to reduce suicide rates in the State by 25% by 2025. Dissolves the task force on 1/1/2027.
Beginning 1/1/2024, requires public schools, private schools, and public charter schools to have an employee trained to administer or assist with seizure disorder rescue medication. Requires all principals, guidance counselors, and teachers to perform self-study review of seizure disorder materials annually. Requires a seizure action plan for every diagnosed student and distribution of the plan to employees charged with supervising the student. Requires an annual age-appropriate seizure education program to be provided to all students. Exempts schools that do not have a student with a seizure disorder. Appropriates funds.
Requires health insurance coverage for various sexual and reproductive health care services.
Reestablishes the Long-Term Care Commission within the University of Hawaiʻi College of Social Sciences' Social Science Research Institute to identify further needed reforms of Hawaiʻi's long-term care system. Appropriates funds. Effective 6/30/2050. (SD1)
Appropriates funds to the department of health to develop and implement statewide media, education, and training activities for policies related to emergency examination and hospitalization and assisted community treatment for those in need of mental health intervention. Effective 6/30/3000. (HD1)

Authorizes the issuance of special number plates to commemorate Duke Kahanamoku. Effective 6/30/3000. (HD1)
Provides employed individuals with up to 8 weeks of paid family leave during the 1st year after birth of the individual's child, adoption of a child by the individual, or placement of a child with the individual through foster care, and 8 weeks of paid family leave to care for the individual's family member having a serious health condition during any benefit year, paid through an employer-based private insurance program currently used to provide for temporary disability benefits. Specifies that private employers having fewer than 200 employees shall not be required to provide family leave and family leave benefits. Repeals chapter 398, HRS. Appropriates funds to the Department of Labor and Industrial Relations. Sections 1-28 effective 7/1/2025.
Amends Act 162, SLH 2022, to extend the sunset date for the early lung cancer screening task force and extend the date for the task force to submit reports to the legislature. Appropriates funds. Effective 6/30/3000. (HD1)
