RELATING TO CONTROLLED SUBSTANCES.

Makes the class B felony offense of delivering drug paraphernalia to persons under eighteen years of age applicable to offenders who are at least twenty-one years old. Exempts drug paraphernalia for marijuana from certain penalties under the Uniform Controlled Substances Act. Makes the possession of less than one ounce of recreational marijuana a nonjailable violation punishable by a fine of $25. Effective 7/1/3000. (HD1)

RELATING TO INTOXICATING LIQUOR.

Prohibits any person convicted of operating a vehicle under the influence of an intoxicant or habitually operating a vehicle under the influence of an intoxicant from purchasing or publicly consuming alcohol for a certain period. Effective 7/1/3000. (HD1)

RELATING TO BUILDING INDUSTRY PROFESSIONALS.

Repeals the discretion for public officials to require work in respect to any structure or improvement, regardless of the cost valuation of the work, to be subject to the requirements of professional engineers, architects, surveyors, and landscape architects licensing laws. Maintains that work in respect to structures within special management areas, flood hazard areas, and special design districts and in respect to improvements resulting from conditional use or other discretionary zoning permits, code compliances or variances, and building permit expediting procedures, are subject to the licensing laws.

RELATING TO MAUI'S PERMANENT HOUSING RECOVERY.

Establishes within the Department of Business, Economic Development, and Tourism the Interagency Council for Maui Housing Recovery to coordinate and facilitate Maui's permanent housing recovery and facilitate consultation and collaboration between state and county agencies on housing recovery initiatives for the island of Maui. Designates the executive director of the Hawaiʻi Housing Finance and Development Corporation to serve as chair of the council. Appropriates moneys. Sunsets 6/30/2034. Effective 7/1/3000. (HD1)

RELATING TO CORRECTIONAL FACILITIES AUTHORITY.

Establishes the Correction Facilities Authority to be responsible for all public corrections development, planning, and construction related to capital improvement projects. Requires the Correction Facilities Authority to apply for a loan or grant from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program. Effective 7/1/3000. RELATING TO HAWAII EDUCATOR LOANS.

Opens eligibility under the Hawaiʻi Educator Loan Program for students and teachers who agree to teach as a full-time teacher in a public charter school. Decreases the service requirement for total loan forgiveness to five years and increases the percent of the total loan award to be waived annually under the Hawaiʻi Educator Loan Program. Appropriates funds into and out of the Hawaiʻi educator loan program revolving fund to provide financial assistance for students participating under the Hawaiʻi educator loan program. Effective 7/1/3000. (HD1)

RELATING TO PUBLIC RECORDS.

Imposes a cap on costs charged to reproduce certain government records. Waives reproduction costs charged for the first one hundred pages if disclosure serves the public interest. Waives costs charged to duplicate certain government records in an electronic format. Imposes a cap on costs charged to search for, review, and segregate records. Provides for a waiver of fees when a record's disclosure serves the public interest.
