RELATING TO THE BOARD OF LAND AND NATURAL RESOURCES.

Requires at least 1 member of the Board of Land and Natural Resources to have demonstrated knowledge of, and experience with, the State's boating and fishing communities, including knowledge of ocean conservation and traditional fishing rights. Requires the member representing the boating and fishing communities to be recommended by a statewide fishing organization for the Governor's nomination and appointment.

RELATING TO YOUTH.

Establishes a grant program within the Office of Youth Services. Gives priority to programs that support youth from ethnic groups that are disproportionately represented in the State's correctional system, support rehabilitation, or meet needs identified by the Office of Youth Services in consultation with the community. Appropriates moneys.

RELATING TO ASSISTANCE FOR PERSONS COMPLETING A TERM OF IMPRISONMENT.

Establishes within the Department of Human Services a 4-year pilot program to provide housing and child care vouchers to qualified applicants who will soon complete, or have recently completed, a term of imprisonment as a sentenced offender, and who have or will have sole or primary custody of 1 or more children under the age of 18. Requires a voucher recipient to be employed at least 20 hours per week or be employed and attend an educational program for a combined total of at least 20 hours per week. Requires reports to the Legislature. Appropriates moneys.

RELATING TO QUALITY SCHOOLS.

Establishes a shortage differential salary incentive program within the department of education to provide shortage differential pay for teachers working in special education, hard-to-staff locations, and Hawaiian immersion positions. Provides automatic step increases in teacher salaries for each year of satisfactory service completed by public school teachers. Increases the amount of time available to teachers for planning, preparation, and collaboration.

RELATING TO LEGALIZED GAMBLING.

Establishes a task force within the department of business, economic development, and tourism to study and recommend to the legislature the feasibility of authorizing controlled legalized gambling in the State, including offshore gambling and a state lottery system, to generate revenues for pay raises for teachers and police officers. Appropriates funds for the study.
