RELATING TO SMALL BUSINESS.

Establishes the Maui small business rent subsidization grant program to assist small businesses displaced by the 2023 Maui wildfires to pay rent at new locations on Maui. Appropriates moneys. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025.

RELATING TO COMPLIANCE ON HAWAIIAN HOME LANDS.

Establishes a compliance and enforcement program within the Department of Hawaiian Home Lands to investigate complaints, conduct investigations, and cooperate with enforcement authorities to ensure compliance with all state laws and rules and county ordinances on Hawaiian Home Lands. RELATING TO EDUCATION.

RELATING TO PROPERTY MANAGEMENT.

Requires each member of a cooperative housing corporation board of directors, planned community association board of directors, and condominium association board to attend a training and certification course provided by the Real Estate Commission within one year of appointment or election or one year of the effective date of the Act. Requires the Real Estate Commission to establish and administer a training and certification program to ensure that every board member understands the member's legal and fiduciary obligations pursuant to chapters 421I, 421J, and 514B, Hawaiʻi Revised Statutes.

RELATING TO CAMPAIGN FINANCE.

RELATING TO PROFESSIONAL AND VOCATIONAL LICENSING.

Creates licensure and regulation requirements for managers of homeowners' associations, planned community associations, cooperative housing corporations, and unit owners' associations in the State. Establishes an Association Manager Licensing Board within the Department of Commerce and Consumer Affairs.

RELATING TO FIREARMS.

Authorizes county police departments to issue a person a license to carry a handgun in all counties of the State. Extends the expiration date of a license from 1 year to 5 years. Repeals "proper cause" requirements invalidated by the United States Supreme Court in New York State Rifle and Pistol Association, Inc. v. Bruen, 142 S.Ct. 2111 (2022).
