Requires the Department of Health to post on its website separate reports for various visits, violations, plans, and confirmations the Department performs or issues of certain care facilities. Establishes deadlines for each report type. Requires the Department of Health to log all reports in a database designed for easy public posting. Requires all facilities inspected by the Department of Health to maintain certain records and notify the Executive Office on Aging, Office of the Long-Term Care Ombudsman, and appropriate county offices on aging of initial inspection visit dates.

Proposes an amendment to article X, section 6, of the Hawaii State Constitution to modify the appointment process for the Board of Regents of the University of Hawaii. Repeals the requirement that the governor shall only appoint from pools of candidates presented by the Candidate Advisory Council for the Board of Regents of the University of Hawaii. Prohibits the counties from imposing inclusionary zoning requirements. Requires the counties to submit reports to the Legislature. Appropriates moneys.

Requires registration for condominium associations to be on an annual basis, rather than on a biennial basis. Adds an additional annual condominium education trust fund fee to be used to support the annual registration with attached documents of the association. Amends the documents required for association registration. Broadens the list of documents an association must be maintained. Clarifies when such documents must be provided to unit owners.
Requires each county to adopt reasonable standards to allow the construction of up to four dwelling units on any land with an urban state land use district classification that is zoned for residential use where a single-family dwelling unit is permitted.
Prohibits the use of proxies in condominium association voting. Requires associations to allow members to vote by mail and attend and cast votes in association meetings through internet, teleconference, or other electronic transmission technology. Requires associations to mail out paper ballots before any annual or other periodic election of board members.
