Requires the Hawaii State Energy Office to enter into a publicprivate partnership to develop a waste-to-energy generating facility on land under the jurisdiction of the Department of Land and Natural Resources.
Appropriates funds for the ohana zones pilot program, including expenses relating to operations, upkeep of facilities, provision of services, and administrative costs. Specifies that members of the board of directors of a cooperative housing corporation shall owe the corporation a fiduciary duty and exercise the degree of care and loyalty required of an officer or director of a corporation organized under chapter 414, HRS.
Makes it unlawful for any non-government entity or agent thereof to operate a weed whacker in or within one hundred feet of a residential zone, except between 8:00 a.m. and 6:00 p.m. on most days. Defines weed whacker.
Establishes the Environmental Crimes Unit within the Department of the Attorney General. Makes the disposal of motor vehicle tires in violation of State law governing recovery of used motor vehicle tire recovery a petty misdemeanor. Establishes a $1 motor vehicle tire surcharge to be imposed on every replacement tire installed on a motor vehicle in the State after 9/30/2023. Requires tire retailers and tire wholesalers who install replacement tires to pay the surcharge to the Department of Health. Requires the Department of Health to deposit the revenues into the Environmental Management Special Fund. Allows the Department of Health to use the Environmental Management Special Fund to fund the Environmental Crimes Unit. Appropriates funds. Effective 6/30/3000. (HD1)
Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless.
