Permits a shipping container chassis that holds a valid out-of-state certificate of vehicle registration to obtain a certificate of safety inspection. Makes an out-of-state registration for a shipping container chassis valid in the State until its expiration in the other state or for one year after a vehicle safety inspection. (SD1)
Beginning 1/1/2025, allows residential uses in areas zoned for commercial use to be considered permitted under certain circumstances. Requires, no later than 1/1/2025, each county to adopt or amend its ordinances to allow for adaptive reuse of existing commercial buildings in the county's building codes. (CD1)
Authorizes the Hawaiʻi Housing Finance and Development Corporation, subject to legislative approval, to secure a line of credit or other instrument of indebtedness for the bond volume cap recycling program. Authorizes the Corporation or a county to establish a bond volume cap recycling program authorized by federal law. Allows the Department of Budget and Finance and Corporation to enter into an agreement with a county for bond volume cap recycling. Establishes a volume cap recycling program subaccount within the Rental Housing Revolving Fund. Requires a county or issuer to submit a report to the Department of Budget and Finance and Corporation on the status or use of its portion of the volume cap that is being recycled. (CD1)
Extends the State's deadline to achieve its energy-efficiency portfolio standards target from 2030 to 2045 and updates the standards. Requires the Public Utilities Commission to establish interim goals for electricity use reduction to be achieved by 2030, 2035, and 2040. Authorizes the Public Utilities Commission to adjust the 2045 and interim standards. Takes effect 1/1/2060. (SD2)
Establishes the Behavioral Health Crisis Center Pilot Program. Authorizes the Department of Health to establish or contract with behavioral health crisis centers in each county. Requires reports to the Legislature. Appropriates funds for the pilot program, including a triage center for medically monitored detoxification and the treatment of substance abuse disorders and mental illnesses. Declares that the appropriation exceeds the state general fund expenditure ceiling for 2024-2025. Effective 7/1/2050. (SD2)
Appropriates funds to support the State's response to the August 2023 wildfires that affected the County of Maui. Requires the Auditor to conduct an audit on the contracts funded by the appropriation. Makes an appropriation to the One Ohana Bank Trust Account to compensate victims of the 2023 Maui wildfires. Repeals general obligation bond issuance and appropriation for the Other Post-Employment Benefits Trust Fund. Changes the 2024-2025 general fund appropriation to the Hawaiʻi Housing Finance and Development Corporation to general obligation bond funds. Transfers to the general fund the excess balances of various non-general funds from various state departments and agencies. Temporarily lifts various restrictions on the use of funds for Maui wildfire response. Appropriates moneys. Declares that the appropriations exceed the state general fund expenditure ceiling for 2023-2024. Effective 7/1/2050. (SD2)
