Defines past performance. Requires the state procurement office to establish and administer a past performance database and adopt rules regarding information and procedures associated with the past performance database, by 12/31/2023. Requires procurement officers to consider specific factors, including past performance, when available. (CD1)
Establishes the broadband infrastructure grant program to award grants to applicants to extend deployment of infrastructure used to provide broadband service to unserved and underserved areas of the State. Renames the Hawaii technology loan revolving fund to the Hawaii broadband infrastructure special fund. Establishes the Hawaii broadband and digital equity office within the department of business, economic development, and tourism. Requires the governor to appoint a strategic broadband coordinator to head the Hawaii broadband and digital equity office. Appropriates funds from the moneys received pursuant to the American Rescue Plan Act of 2021. (CD1)
Establishes an affordable homeownership revolving fund within HHFDC to provide loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Appropriates American Rescue Plan Act funds for fiscal year 2022-2023 for providing loans to nonprofit community development financial institutions and nonprofit housing development organizations for the development of affordable homeownership housing projects. Specifies that the Hawaii emergency management agency is established within the Department of Defense for administrative purposes only. Makes the administrator of emergency management the director of the Hawaii emergency management agency and requires the administrator to report directly to the governor. Requires the governor to appoint the administrator of the Hawaii emergency management agency. Effective 7/1/2022. (SD1)

Reorganizes and integrates the land use commission within a modified office of planning, which is renamed as the office of planning and sustainable development. (CD1)
Establishes a framework for the regulation of electric foot scooters by the State and counties. Amends definitions of "moped" to exclude electric foot scooters. Retains personal injury protection benefits for any individual sustaining injuries while using or operating an electric foot scooter. (SD2)
Allows applicants to the University of Hawaii who earned a high school diploma from a public high school in the State with a cumulative grade point average of 3.0 and also provides evidence that they qualified for and received special education services for two or more years during enrollment in grades seven through twelve to be eligible for the Hawaii state scholars program. Amends the statewide traffic code to allow for the county chiefs of police to designate county employees to issue citations for traffic violations. (SD1)
Amends certain land subdivision and condominium property regime laws related to agricultural land, as recommended pursuant to Act 278, Session Laws of Hawaii 2019, to ensure certain condominium property regime projects within the agricultural district are used for agricultural purposes. (SD2)
