Requires that the state building code council include voting members with experience and knowledge in building energy efficiency standards and sustainable building, design, construction, and operation. Requires that the counties amend or adopt their respective building codes and standards based upon the International Energy Conservation Code within an unspecified time frame after the adoption of the Hawaii state building energy conservation code. Clarifies the regulation of growing hemp, hemp processing, and hemp product manufacturing in the State. Repeals the sunset date of Act 14, Session Laws of Hawaii 2020. (HD1)
Establishes an office of the housing advocate within the office of the governor.
Changes the age for minors who are in the presence of abuse of family or household member offenses from less than fourteen to less than eighteen years of age.
Requires the department of the attorney general to study and submit a report to the legislature on the feasibility and cost effect of establishing an office of administrative adjudications that conducts administrative hearings for the State's executive branch agencies.
Repeals language authorizing the DOE to retain federal disaster relief funds. Amends the major disaster fund to be a special fund. Requires federal disaster relief funds to lapse to the general fund if not expended within five years. Shortens the time for reporting the purpose of any allotment or expenditure of fund moneys. Repeals language requiring unspent funds to be rolled over. Requires annual reports to the legislature on federal disaster relief funds. Effective 7/1/2050. (HD1)
Establishes a road connectivity task force to assess and identify ways of improving road access in rural areas and in subdivisions with substandard roads. Requires a report to the legislature.
Requires the employees' retirement system to reevaluate its investments in coal, oil, natural gas, oil or natural gas services, and pipeline companies and over the next five years, divest of holdings in any companies that have a majority of its holdings invested in fossil fuels, rather than clean renewable energy sources. Effective 7/1/2050. (HD1)
Proposes a constitutional amendment that guarantees individuals the right to a clean and healthy environment, including pure water, clean air, healthy ecosystems, and a stable climate, and to the preservation of the natural, cultural, scenic and healthful qualities of the environment. Clarifies that the rights guaranteed may not be diminished by Article XI, Section 9, of the State Constitution. Effective 7/1/2050. (HD1)
