RELATING TO CAMPAIGN SPENDING.

Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of certain donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. RELATING TO REAL PROPERTY TRANSACTIONS.

Requires sellers to disclose whether the real property lies within the sea level rise exposure area designated by the Hawaii climate change mitigation and adaptation commission or its successor. Effective 1/1/2050. (HD2)

RELATING TO CONDOMINIUMS.

Removes the publication requirement and permits the board of directors of a condominium association to proceed directly to the sale, storage, donation, or disposal of personalty that has been abandoned in or on the common elements of a condominium when the identity or address of the owner is unknown. RELATING TO TAX CREDITS.

Increases the amount of the tax credit for individuals and households and the adjusted gross income eligibility cap for the income tax credit for low-income household renters using tax brackets for individuals and different categories of households. Provides for inflation increases every three years based on the consumer price index. Applicable to taxable years beginning after 12/31/2020. Effective 7/1/2050. (HD1)

RELATING TO PERSONAL RELATIONSHIPS.

Authorizes members of secular or non-religious organizations to solemnize marriages and civil unions. Requires every person or society licensed to solemnize marriages or civil unions to pay a fee for each marriage ceremony or civil union solemnization performed within the State. (HD1)

RELATING TO FARM TO SCHOOL PROCUREMENT.

Requires the department of education to establish rules for the procurement of goods and services related to the administration of food programs at public schools that incorporate a geographic preference for unprocessed locally grown and locally raised food products. Effective 7/1/2051. (HD2)

RELATING TO ENERGY EFFICIENCY.

Allows for the installation of certain energy-efficient technologies on any privately owned single-family residential dwelling or townhouse, with limited restrictions. Requires private entities to review, and if necessary, change rules to allow for the placement of those technologies. Effective 7/1/2050. (HD2)
