Appropriates moneys as a chapter 42F, Hawaiʻi Revised Statutes, grant for the University of Hawaiʻi Windward Community College education and reentry program for incarcerated women that is developed and administered by Hawaiʻi Friends of Restorative Justice. Changes the governmental entity responsible for the administration of the address confidentiality program from the office of the lieutenant governor to the department of the law enforcement. Authorizes the department of law enforcement to contract the services of a third party to administer certain services of the program. Appropriates funds for the address confidentiality program. Appropriates moneys to the City and County of Honolulu Board of Water Supply to create a pilot program that incentivizes residential homeowners in certain dry areas to replace landscaping and irrigation with alternatives that reduce water use. Adds a minimum penalty of $50 and a maximum penalty of $60,000 per violation of the State Water Code and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to determine the amount of the penalty based on the circumstances of the violation. (CD1)
