Establishes the Erin's law task force to review policies, programs, and curricula for educating public school students about sexual abuse and sex trafficking prevention, report recommendations for the establishment of a program to educate public school children on sexual abuse prevention through age-appropriate curricula, provide relevant training to teachers and school staff, and inform parents and guardians about important child sexual abuse topics. Requires the Department of Education to establish and implement a systemwide sexual abuse prevention education program at the conclusion of the task force.

Establishes the shade and fruit tree program in the department of education to support educational activities and encourage propagation of native shade trees or fruit trees for planting in department schools. Appropriates funds for the program and to establish an arborist position. Effective 6/30/3000. (HD1)
Establishes a $500 civil fine for the feeding or attempted feeding of any feral chicken. Provides that the department of health shall enforce this prohibition regardless of whether the department determines there is a nuisance that is dangerous or injurious to health. Authorizes county police departments to issue citations.
Temporarily expands the state rent supplement program to specifically target qualified individuals who are sixty-two years of age or older and are homeless or at imminent risk of becoming homeless. Clarifies that the conviction of a crime by a person holding a license to practice professional engineering, architecture, land surveying, or landscape architecture in the State, that is substantially related to the qualifications, functions, and duties of the licensee constitutes a ground for disciplinary action by the State Board of Professional Engineers, Architects, Surveyors, and Landscape Architects. Allows the Board to suspend or revoke a convicted licensee's license or decline to reissue a license to a convicted licensee subject to certain conditions.
Beginning 12/31/2026, prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions. Establishes the water neutrality task force to develop a plan for Hawaiʻi to become water-neutral by the year 2050. Requires the task force to submit a report to the Legislature. Appropriates funds. Effective 6/30/3000. (HD1)
Establishes a nonrefundable income tax credit for taxpayers who purchase and install a whole house water filter system. Effective 7/1/3000. (HD1)
Authorizes the department of land and natural resources to establish and operate conservation mitigation banks to restore, create, enhance, or preserve species, their habitats, or resources as compensatory mitigation, or for past damages. Authorizes the department to contract with a third-party administrator for the operation of the conservation mitigation banks. Clarifies the sale of credits involved in conservation mitigation banking. Effective 6/30/3000. (HD1)
