RELATING TO HISTORIC PRESERVATION.

Requires the state historic preservation division to approve or make a determination within forty-five days on a properly completed and submitted application for public and private work. Deems the application to be approved if state historic preservation division does not make a determination within forty-five days. If the application is rejected, requires state historic preservation division to explain in writing.

RELATING TO EDUCATION.

Requires all private schools to develop and implement comprehensive action plans for the management of anaphylaxis in their respective schools, including administration of auto-injectable epinephrine. Establishes certain immunity from liability for designated private school employees and agents who administer auto-injectable epinephrine during emergencies.

RELATING TO WILDFIRE RISK AND INSURANCE.

Requires the Insurance Commissioner to conduct a study on wildfire risk and insurance and submit a report regarding the study to the Legislature prior to the Regular Session of 2025.

RELATING TO DAM AND RESERVOIR SAFETY.

Requires the Department of Land and Natural Resources (DLNR) to: (1) consider certain insurance coverage in conducting safety inspections relating to dam and reservoir safety; (2) to relax any restrictions and stringent standards on a dam or appurtenance upon verification of certain insurance coverage; and (3) assume that a dam, reservoir, or appurtenance is safe absent certain documents. Places the burden of proof on DLNR to find that a dam, reservoir, or appurtenance is high risk. Establishes additional requirements for DLNR and Board of Land and Natural Resources regarding the Dam and Appurtenance Improvement or Removal Grant Program.

RELATING TO WILDFIRE PREVENTION.

Appropriates funds for the University of Hawaiʻi College of Tropical Agriculture and Human Resources to establish a Central Oahu Wildfire Prevention Plan, in consultation with the Department of Land and Natural Resources, community stakeholders, and nonprofit organizations that specialize in wildfire preparedness and mitigation programming. Requires matching funds from United States Department of Agriculture Forestry Service Wildfire Defense grants. Declares that the general fund expenditure ceiling is exceeded.

RELATING TO WATER QUALITY.

Clarifies the level of environmental restoration owners and operators of underground storage tanks or tank systems that had a confirmed release must satisfy by requiring the removal of all jet fuel, including fuel additives and all compounds resulting from the degradation of jet fuel or jet fuel additives or the reaction of jet fuel or jet fuel additives with water or other chemicals. Establishes a rebuttable presumption that the detection of these contaminants in the vicinity of an underground storage tank or a tank system after a confirmed release is a result of the confirmed release.
