RELATING TO HISTORIC PRESERVATION.

Extends the sunset date for the historic preservation tax credit to December 31, 2030, and adjusts the cap on the total tax credits for future taxable years. Effective 7/1/3000. (HD1)

RELATING TO RESTORATIVE AQUACULTURE.

RELATING TO LITTLE FIRE ANTS.

RELATING TO TOBACCO PRODUCTS.

Beginning 7/1/2026, amends existing law regarding preemption of local ordinances and regulations regulating the sale of cigarettes, tobacco products, and electronic smoking devices as a matter of statewide concern to clarify that the State's preemption power extends solely to the taxation of cigarettes, tobacco products, and electronic smoking devices and allows counties to adopt ordinances and regulations that regulate smoking or the sale of cigarettes, tobacco products, and electronic smoking devices that do not conflict with and are more stringent than the state law that governs smoking. Prohibits the counties from enacting an ordinance or a regulation that imposes a fee or tax on the sale of cigarettes, tobacco products, or electronic smoking devices. Effective 7/1/3000. (HD2)

RELATING TO HISTORIC PRESERVATION.

Amends the definition of "historic property" for purposes of the historic preservation program. Exempts state projects on state-owned buildings from state historic preservation division review unless the affected property is more than one hundred years old or on or being added to the Hawaiʻi register of historic places or national register of historic places. Requires the department of accounting and general services to conduct a comprehensive survey and inventory of all state-owned buildings within five years to evaluate and nominate potentially eligible buildings for listing on the Hawaiʻi register of historic places or national register of historic places. Appropriates funds. Effective 7/1/3000. (HD1)

RELATING TO THE SPECIAL LAND AND DEVELOPMENT FUND.

Authorizes the use of special land and development fund moneys to eradicate or mitigate invasive species and install and maintain safety improvements on improved lands that provide lease revenue to the Department of Land and Natural Resources and that have significant cultural or historic value. Appropriates moneys out of the special land and development fund. Effective 7/1/3000. (HD1)

RELATING TO THE ADMINISTRATION OF THE COMMISSION ON WATER RESOURCE MANAGEMENT.

Replaces the position of Deputy to the Chairperson of the Commission on Water Resource Management with the position of Executive Officer, who shall be appointed and managed by the Commission. Authorizes the Commission on Water Resource Management to retain independent legal counsel. Makes the Chairperson of the Board of Land and Natural Resources an ex officio member of the Commission on Water Resource Management and provides that the Commission shall elect a chairperson from among its non ex officio members. Requires the Commission on Water Resource Management and Department of Land and Natural Resources to establish procedures and safeguards to avoid conflicts of interest. Effective 6/29/3000. (HD1)

RELATING TO PUBLIC EMPLOYEE COMPENSATION.

Repeals payroll day for public officers and employees by requiring them to be paid pursuant to a predicted payroll schedule, rather than an after-the-fact payroll schedule. Provides that the predicted payroll schedule shall not be subject to negotiation under Chapter 89, Hawaiʻi Revised Statutes. Makes appropriations to establish six full-time equivalent positions and to cover the costs of converting to a predicted payroll schedule. Effective 7/1/3000. (HD1)
