RELATING TO HOMELESSNESS.

Establishes a vacated homeless encampment clean up task force to identify parcels of land that require intergovernmental coordination to clean up vacated homeless encampments located on lands managed by government agencies, including but not limited to the United States Army Garrison Hawaiʻi, and execute a memorandum of understanding to clean up vacated homeless encampments located on the identified parcels. RELATING TO THE DEPARTMENT OF EDUCATION.

RELATING TO STATE WATER CODE PENALTIES.

Adds a minimum penalty and amends the maximum penalty per violation of the State Water Code, expands the types of potential violations of the State Water Code, and makes each day that a violation exists or continues to exist a separate offense. Requires the Commission on Water Resource Management to consider certain factors when imposing penalties. Makes the setting, charging, and collecting of administrative fines by the Commission on Water Resource Management mandatory, rather than discretionary. Effective 7/1/3000. (HD1)

RELATING TO GOVERNMENT.

Imposes a per-day penalty for nonpayment of TAT. Amends the transient accommodation tax rate. Requires a $20 transient accommodation tax to be levied per night for each furnishing of transient accommodations in exchange for points, miles, or other amounts provided through a membership, loyalty, or rewards program. Appropriates funds to DLNR for protection, management, and restoration of the State's natural resources. Effective 1/1/3000. (HD2)
