RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities and facilities within the stadium development district, to implement cost-effective energy efficiency measures. Allows the department of accounting and general services to opt out of the cost-effective energy efficiency measures if a facility will be demolished within five years. Directs the Hawaii natural energy institute to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Establishes a goal for the State to achieve at least a twenty-five percent reduction in the electricity consumption of state facilities. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures. Beginning 7/1/2022, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project. RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules to require tour aircraft operators to have commercial general liability insurance coverage of at least $10,000,000 and to report details of each flight taken by the tour aircraft operation in order to renew a tour aircraft operation permit. Effective 1/1/2050. (SD1)

RELATING TO TEACHER HOUSING.

Clarifies that DOE, in partnership with the Hawaii public housing authority, Hawaii housing finance and development corporation, and the school facilities agency, may construct housing for teachers on a public school campus. Requires that housing units constructed or acquired on a school campus after 6/30/2021, be rented at an affordable cost to new teachers or teachers teaching in a rural or hard-to-staff location, with priority given to teachers employed full-time at the school where the housing unit is located. Effective 7/1/2050. (SD1)

RELATING TO MASSAGE THERAPISTS.

Beginning with the renewal for the licensing biennium commencing July 1, 2024, requires massage therapy licensees to complete twelve hours of continuing education within the twoyear period preceding the license renewal date, of which two hours shall include first aid, cardiopulmonary resuscitation, or emergency related courses. RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Extends the hospital sustainability program through 6/30/2024. Increases the maximum fee for inpatient care services to 5.5%. Increases the amount of time hospitals have to pay the hospital sustainability fee from 30 days to 60 days. Increases the pool of medicaid services that can be used for matching purposes. Appropriates funds. Effective 6/29/2050. (SD2)

RELATING TO CANNABIS.

Authorizes the department of health to allow a licensed dispensary to purchase up to three thousand grams of medical cannabis or manufactured cannabis products from another licensed dispensary to ensure ongoing qualifying patient access. Increases the allowable number of production centers and retail dispensing locations per dispensary license. Places certain limits on where qualifying patients can obtain medical cannabis or manufactured cannabis products after 12/31/21. Authorizes the department of health to set fee structures for the submission of applications for each additional production center and retail dispensing location and for dispensary-to-dispensary sales. Permits inspections of registered grow sites by department of health or law enforcement to verify compliance with cannabis plant limits for cultivation by qualifying patients. Limits dispensary-to-dispensary sales to those located on the same island, as long as federal law prohibits the transportation of medical cannabis over a body of water. Effective 7/1/2060. (SD2)
