RELATING TO DEFERRED DEPOSITS.

Reduces the maximum fee a check casher may charge under a payday loan agreement for deferring the deposit of a check from fifteen per cent to seven per cent of the face value of the check.

RELATING TO CAMPAIGN SPENDING.

Requires any organization, association, party, or individual that is financially involved in the political process to file a financial disclosure with the campaign spending commission. Requires noncandidate committees to provide to the campaign spending commission a list of certain donors whose money was given by a 501(c)(4) organization to the noncandidate committee to fund an advertisement or electioneering communication. RELATING TO ENERGY EFFICIENCY.

Requires and establishes deadlines for state facilities, except smaller facilities and facilities within the stadium development district, to implement cost-effective energy efficiency measures. Allows the department of accounting and general services to opt out of the cost-effective energy efficiency measures if a facility will be demolished within five years. Directs the Hawaii natural energy institute to collect utility bill and energy usage data for state-owned buildings and to make the data publicly available. Establishes a goal for the State to achieve at least a twenty-five percent reduction in the electricity consumption of state facilities. Provides that certain agencies that perform energy efficiency retrofitting may continue to receive appropriations for energy expenditures. Beginning 7/1/2022, requires, where feasible and cost-effective, the design of all new state building construction to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce the carbon footprint of the project. RELATING TO COUNTIES.

Makes explicit the counties' authority to enact ordinances to amortize or phase out permitted, nonconforming, or otherwise allowed short-term rentals in any zoning classification. Includes swapping, bartering, or exchange of a residential dwelling, or portion thereof, in definition of "short-term rental" for this purpose.

RELATING TO INCOME TAX CREDITS.

Establishes a telework tax credit for employers who allow telework for at least thirty per cent of their employees. Applies to taxable years beginning after 12/31/20.

RELATING TO COFFEE PEST CONTROL.

Extends the sunset date for the coffee berry borer pesticide subsidy program and the program manager position, including the position's civil service and collective bargaining laws exemption, to 06/30/2024. Provides that no single coffee grower shall receive more than $6,000 for each pest per year in subsidies between 06/30/2021, and 07/01/2023.

RELATING TO GRANTS.

Allows an organization to qualify for grants under chapter 42F, Hawaii Revised Statutes, if the organization is registered with the department of commerce and consumer affairs and in possession of a valid certificate of vendor compliance issued by the State. Effective 7/1/2050. (HD1)

RELATING TO FIREWORKS.

Specifies that certain violations of the Fireworks Control Law shall be considered an activity that causes air pollution under the Hawaii Air Pollution Control Act and a violation of noise control rules under the Hawaii noise pollution laws, and punishable by civil penalties and subject to citations under those respective laws. Effective 1/1/2050. (HD2)
