RELATING TO TAXATION.

Imposes an excise tax of fifty percent of the otherwise applicable tax under section 245-3, HRS, on every wholesaler for each modified risk tobacco product sold, used, or possessed by a wholesaler. Defines modified risk tobacco product. Defines "eliquids" and "smoke" or "smoking". Amends the definition of "tobacco products". Effective 7/1/2060. (SD1)

RELATING TO THE LANDLORD-TENANT CODE.

Prohibits landlords from recovering possession of a dwelling unit from tenants if habitability of the premises is significantly impaired. Sets a tenant's liability for rent if habitability of the premises is significantly impaired. Provides remedies for retaliatory evictions.

RELATING TO POST-SECONDARY EDUCATION.

Requires accredited and non-accredited for-profit post-secondary educational institutions that are authorized to award degrees and operate in the State to disclose on the institution's official website, promotional digital and print media, and contracts for instruction, that they are for-profit businesses. RELATING TO CLIMATE CHANGE MITIGATION.

Assesses a climate change mitigation impact fee on every customer who rents, leases, or utilizes a rental motor vehicle. Establishes the climate change mitigation special fund. Specifies that the impact fees collected shall be deposited to the credit of the general fund; provided that beginning July 1, 2024, the impact fees shall be deposited to the credit of the climate change mitigation special fund. Effective 7/1/2050. (HD1)

RELATING TO ZERO-EMISSION VEHICLES.

Requires certain rental motor vehicle lessors to expedite the incorporation of zero-emission vehicles into the lessor's fleet by July 1, 2030. Requires motor vehicle lessors to certify their compliance to the director of commerce and consumer affairs. Beginning 1/1/2022, establishes a rental motor vehicle emissions surcharge tax on certain rental motor vehicles with internal combustion engines. Offers a rebate to transient accommodations with at least fifty parking stalls if they install an alternating current Level two station with two or more ports or a direct current fast charging system. Effective 7/1/2050. (HD1)

RELATING TO CONSUMER PROTECTION.

Requires retailers of household appliances to conspicuously display available energy efficiency rebates funded by the public benefits fee and state-specific energy operation costs. Requires the public benefits fee administrator to create and update the template to be used by retailers. Requires the Hawaii state energy office to publish signage requirements for household appliances on its website and provide a draft notification letter to the administrator to be distributed to retailers. Effective 7/1/2050. (HD1)

RELATING TO THE EMPLOYEES' RETIREMENT SYSTEM.

Caps the service credit for unused sick leave for employees who become members of the employees' retirement system on or after 7/1/2021 at a maximum credit of ninety days. Specifies that any unused sick leave in excess of ninety days shall be forfeited.
