Allows direct shipment of all forms of liquor, rather than just wine, by certain licensees. Requires the county liquor commissions to adopt rules and regulations.

Amends the definition of "preceptor" and "volunteer-based supervised clinical training rotation" to improve accessibility for providers to receive income tax credits for acting as preceptors. Includes the director of health on the preceptor credit assurance committee. Effective 7/1/2060. (HD1)
Establishes a rental motor vehicle emissions surcharge and a climate change mitigation and adaptation commission special fund to support the activities of the climate change mitigation and adaptation commission.
Allows boards to use interactive conference technology to remotely conduct public meetings under the sunshine law and outlines the requirements for such meetings. Allows boards to require information for purposes of contact tracing in times of emergency due to a contagious disease. Allows for the holding of in-person meetings at multiple sites connected by interactive conference technology. Requires that notices include the board's electronic and postal contact information.
Repeals the requirement that noncarbonated bottled water be transported, stored, processed, or bottled through lines or equipment through which only water is passed. Effective 7/1/2050. (HD1)
Ensures the collection of the state general excise tax in instances in which the transportation of passengers is furnished by common carriers by the use of aircraft when the collection of the tax is not prohibited by federal law. Limits imposition of tax to flights that occur within the airspace of a single island of the State.
Authorizes the department of health to allow a licensed dispensary to purchase up to three thousand grams of medical cannabis or manufactured cannabis products from another licensed dispensary to ensure ongoing qualifying patient access. Increases the allowable number of production centers and retail dispensing locations per dispensary license. Places certain limits on where qualifying patients can obtain medical cannabis or manufactured cannabis products after 12/31/21. Authorizes the department of health to set fee structures for the submission of applications for each additional production center and retail dispensing location and for dispensary-to-dispensary sales. Permits inspections of registered grow sites by department of health or law enforcement to verify compliance with cannabis plant limits for cultivation by qualifying patients. Limits dispensary-to-dispensary sales to those located on the same island, as long as federal law prohibits the transportation of medical cannabis over a body of water. Effective 7/1/2060. (SD2)
Authorizes planned community associations and condominium associations to conduct electronic meetings and electronic or machine voting in a state of emergency or local state of emergency, regardless of what a planned community association's documents or a condominium association's bylaws or declarations provide.
Specifies that the limit on the number of attendees at an informational meeting or presentation that is open to the public on matters relating to official board business does not apply to members of a county council.
Beginning with the renewal for the licensing biennium commencing July 1, 2024, requires massage therapy licensees to complete twelve hours of continuing education within the twoyear period preceding the license renewal date, of which two hours shall include first aid, cardiopulmonary resuscitation, or emergency related courses.
