RELATING TO HEALTH.

Creates the Hawaii rural mental health corps program and Hawaii rural mental health care provider loan repayment program to encourage psychologists and social workers to serve in counties having a shortage of psychologists and social workers. RELATING TO DOMESTIC ABUSE.

RELATING TO MEASUREMENT STANDARDS.

Exempts commercial measuring devices utilized in taxicabs from the requirement that the HDOA measurement standards branch inspect and test all measurement standards and measuring devices.

RELATING TO AIRCRAFT.

Requires the Director of Transportation to adopt rules that require tour aircraft operators to have aircraft liability insurance coverage of not less than $1,000,000 per person per incident.

RELATING TO INCARCERATED WOMEN.

Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)

RELATING TO THE JUDICIARY.

Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. RELATING TO LITTER CONTROL.

Requires the department of transportation to amend the adopt-a-highway program to reduce the minimum number of years a program participant must agree to clean up litter on a highway from two years to one year. Appropriates funds for the department of transportation to establish an anti-litter campaign.

RELATING TO CORRECTIONS.

Establishes the Women's Corrections Implementation Commission within the Department of Public Safety to provide oversight over state correctional facilities that incarcerate women, receive and investigate complaints from incarcerated women, monitor the criminal justice system's progress in implementing reforms, and monitor programs and data that are important to ensuring successful outcomes for women in the correctional system. RELATING TO A CARBON TAX ON AVIATION FUEL.

Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.
