RELATING TO SUPPORT FOR TRADITIONAL NATIVE SPEAKERS OF HAWAIIAN.

Provides that, in any island with a population of five hundred or less, Hawaiian language shall be recognized as the sole indigenous language of the Hawaiian islands; public schools may offer a course in Hawaiian language; and every effort shall be made to accommodate Hawaiian speakers. Requires and appropriates funds for the state public charter school commission to study the Hawaiian language, publish resource materials for native speakers of the Hawaiian language, consult stakeholders, and submit a report to the legislature. RELATING TO WATER NEUTRALITY.

Establishes the water neutrality task force to develop a plan for Hawaii to become water-neutral by the year 2050. Requires the task force to submit a report to the Legislature. Appropriates funds. Effective 6/30/3000. (HD1)

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the department of transportation to amend its administrative rules to allow motor vehicle owners whose motor vehicle registration and safety check are both expired to register their motor vehicle without first obtaining a certificate of inspection or obtain a certificate of inspection without first registering their motor vehicle. Effective 6/30/3000. (HD2)

RELATING TO THE HOSPITAL SUSTAINABILITY PROGRAM.

Makes various updates to the hospital sustainability program, including amending the definition of "private hospital"; clarifying the uses of the hospital sustainability program special fund; increasing various hospital sustainability fee caps; requiring DHS to consult and negotiate with the hospital trade association regarding fee participation and rates; clarifying when the hospital sustainability fee shall be discontinued and the distribution of remaining funds; repealing the sunset dates of Act 217, SLH 2012, and Act 123, SLH 2014, to make the program permanent and permanently exempting the program from the central service and administrative expenses assessments; and appropriating funds out of the special fund. RELATING TO EDUCATION.

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. RELATING TO TOURISM.

Requires the School of Travel Industry Management of the University of Hawaii to conduct a study that assesses the tourism social carrying capacity for each of the islands of Oahu, Maui, Hawaii, Kauai, Lanai, and Molokai. Requires the School of Travel Industry Management to consult with the Department of Health and Department of Land and Natural Resources and allows the school to consult with other entities. Appropriates funds. Effective 6/30/3000. (HD2)

RELATING TO LEASEHOLD CONVERSION.

Excludes from taxation one hundred per cent of the gain realized by a fee simple owner from the sale of a leased fee interest in units within a condominium project, cooperative project, or planned unit development to the association of apartment owners or the residential cooperative housing corporation of the leasehold units. Applies to taxable years beginning after 12/31/2022 and does not apply to taxable years beginning after 12/31/2029. Effective 7/1/3000. (HD1)

RELATING TO FAMILY.

Establishes an exemption from mediation in paternity proceedings where there are allegations of domestic abuse if the party alleging domestic abuse does not wish to participate. Prohibits a mediator from engaging in mediation where there are allegations of domestic abuse unless certain requisites are met. Prohibits a court from requiring mediation in paternity proceedings if there is a temporary restraining order or a protective order in effect and the party alleging domestic abuse does not wish to participate. Allows the court to order mediation in paternity proceedings where there are allegations of domestic abuse but there is no temporary restraining order or no protective order, under certain circumstances. Replaces the term "family violence" with "domestic abuse" in section 58041.5, HRS.

RELATING TO STUDENT TRANSPORTATION.

Requires the department of education to establish a student bus fare rate system to include free bus passes for students whose household qualifies the student for free or reduced price lunch under the free and reduced price lunch program. Appropriates funds. Effective 6/30/3000. (HD1)
