Converts the human trafficking victim services fund to a human trafficking reparations fund. Revises the purpose of the fund to provide direct financial assistance to victims of trafficking. Requires the department of human services, rather than the department of labor and industrial relations, to administer the fund. Effective 6/30/3000. (HD1)
Requires the University of Hawaiʻi, in consultation with the commission on water resource management, to develop a scope of work and cost analysis to complete a flexible groundwater model that proposes methods for determining the needs of traditional and customary Native Hawaiian practices, climate change projections, and groundwater dependent ecosystems. Provides that an employee who earns an hourly wage shall be entitled to one-half hour of a paid break for every eight hours of labor performed within a warehouse.
Provides scholarships for the unmet needs of qualified students at any four-year University of Hawaiʻi campus who meet certain eligibility criteria. Appropriates funds for the Hawaiʻi promise program.

Requires each county to establish rates of compensation for members of certain qualifying county boards, commissions, authorities, and committees. Requires each county to submit a report to the Legislature regarding the county's compliance with this Act. Appropriates moneys to each county for the purpose of providing the compensation required by this Act.
