RELATING TO HOUSING.

Requires rental housing projects to maintain, in perpetuity, 50% of the project's units for certain low-income tenants in order to be eligible for the Hawaiʻi Housing Finance and Development Corporation's rental assistance program.

RELATING TO RANKED-CHOICE VOTING.

Establishes the ranked-choice voting method of tabulation for all elections for elected office to ensure that elected officials receive the majority of votes cast by the electorate.

RELATING TO EDUCATION.

Beginning with the 2024-2025 school year, requires the department of education to include financial literacy in the personal transition plan requirement for each student. RELATING TO FIREARMS.

Increases the minimum classroom instruction time for state certified or National Rifle Association certified firearm safety courses from four to fourteen hours. Requires firearm safety courses to include additional subject matter. Requires applicants for a license to carry a concealed firearm to pass a written test, participate in an in person interview, and provide information to demonstrate that the applicant is of good moral character and sufficient mental competence.

RELATING TO THE ENVIRONMENTAL IMPACTS OF AIR TRAVEL.

Establishes the mitigation of the climate effects of commercial air transportation task force to identify, analyze, and make recommendations to mitigate the carbon load of, contributions to global warming made by, and effects on the climate caused by commercial air travel to the State.

RELATING TO BOOSTER CLUBS.

Requires school booster clubs who raise more than $50,000 to be audited by the department of attorney general's tax and charities division on a regular basis. Requires the audited school booster club to reimburse the costs of the audit. Effective 6/30/3000. (HD1)

RELATING TO ORGANIC WASTE DIVERSION.

RELATING TO GASOLINE PRICE GOUGING.

Makes the sale of gasoline for an unconscionably excessive price during periods of abnormal disruption of the market an unfair trade practice. Increases penalties for violations of the law regulating unfair trade practices by the petroleum industry. Authorizes the courts to order all or a portion of any civil penalty imposed to be deposited into the energy security special fund.
