RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the department of transportation to amend its administrative rules to allow motor vehicle owners whose motor vehicle registration and safety check are both expired to register their motor vehicle without first obtaining a certificate of inspection or obtain a certificate of inspection without first registering their motor vehicle. RELATING TO SCHOOL CAMPUSES.

Establishes and appropriates moneys for a Maui campus housing pilot program, to be administered by the school facilities authority which shall make on-campus housing available to employees at Lahainaluna and Kulanihakoi high schools on the island of Maui. Requires the school facilities authority and department of education to submit reports to the Legislature. Effective 6/30/3000. (HD1)

RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. RELATING TO THE ENVIRONMENT.

Prohibits the mining, extraction, and removal of minerals from the seabed in all state marine waters, under certain conditions. Prohibits the issuance of any permit for or in connection with the development or operation of any facility or infrastructure associated with the mining, extraction, or removal of minerals from the seabed within state marine waters. RELATING TO CONVEYANCE TAX.

Increases the conveyance tax rate for certain properties. Exempts conveyances of certain real property from the conveyance tax. Establishes the homeless services fund. Eliminates the cap on the amount of conveyance tax collections allocated to the land conservation fund and rental housing revolving fund. Allocates ten percent of conveyance tax collections to the homeless services fund. Effective 6/30/3000. (HD1)
