Establishes a rebuttable presumption that a person charged with a crime is entitled to unconditional release. Requires the court to consider conditioning pre-trial release on nonfinancial conditions before ordering bail if unconditional release is inappropriate.

Requires that the legislature ensure that state facilities, businesses, and recreational facilities meet certain accessibility requirements and be in compliance with the federal Americans with Disabilities Act of 1990, as amended.
Authorizes naturopathic physicians to provide written certifications to qualified patients for the medical use of cannabis.
Amends the composition of the fuel tank advisory committee. Adds requirements for the committee as it carries out its duties.
Authorizes certain inmates to either directly breastfeed any of the inmate's eligible children or to express milk for delivery to the child and to elect to be committed to a correctional facility in the inmate's home county. Requires the Hawaii Paroling Authority to provide free contraception to parolees.
Requires the DOE to develop and maintain a communication strategy and outreach plan for emergency management and disaster preparedness. Requires the DOE to provide updated information to parents and guardians about its communication strategy and outreach plan no later than thirty days after the beginning of each school year.
Increases the minimum classroom instruction time for state certified or National Rifle Association certified firearm safety courses from four to fourteen hours. Requires firearm safety courses to include additional subject matter. Requires applicants for a license to carry a concealed firearm to pass a written test, participate in an in person interview, and provide information to demonstrate that the applicant is of good moral character and sufficient mental competence.
