RELATING TO CHILD WELL-BEING.

Requires the Department of Human Services to establish and administer a Hawaii Rx kids program to improve the economic stability of households with very young children who reside in the State through a one-time payment and several monthly payments.

RELATING TO THE DEPARTMENT OF EDUCATION.

Authorizes the Department of Education, in collaboration with the Department of Land and Natural Resources Division of Forestry and Wildlife, to establish the Shade and Fruit Tree Program to support educational activities and encourage propagation of native shade trees and fruit trees for planting in Department of Education schools. RELATING TO PERMITS.

Establishes specific deadlines within the facilitated application process to obtain a permit and requires the Department of Business, Economic Development, and Tourism to establish certain resources and processes to help streamline permit applications. Authorizes the Department of Transportation to select projects to participate in the facilitated application process. Effective 7/1/3000. (HD1)

RELATING TO ARTIFICIAL INTELLIGENCE.

Requires operators of conversational artificial intelligence services in the State to issue certain disclosures to account holders and users. Requires operators to develop protocols to respond to prompts or content associated with, and prevent the production of, suicidal ideations in account holders and users. Establishes protections for minor account holders of conversational artificial intelligence services. Beginning 1/1/2027, requires operators to submit annual reports to the Department of Commerce and Consumer Affairs. Allows the Department of the Attorney General to bring a civil action against operators who violate certain requirements and establishes statutory penalties. Effective 7/1/3000. (HD1)

RELATING TO PERMITTING.

Requires and appropriates funds for the Department of Business, Economic Development, and Tourism, in collaboration with a county selected by the Department, to develop an artificial intelligence-assisted pre-compliance intake pilot platform, subject to a matching funds requirement for the county. Requires the Department of Business, Economic Development, and Tourism to develop a policy or metric to measure the success of the pilot platform. Effective 7/1/3000. (HD1)

RELATING TO HOUSING.

Requires the Department of Education to give reasonable consideration to making all or portions of the facilities of a public school available to housing development for certain employees of the Department when closing the public school. Requires the Department of Education to identify unused public school facilities that may be appropriate for employee housing and inventory suitable grounds available upon public school closure for potential development of employee housing.

RELATING TO PORTABLE PLUG-IN SOLAR GENERATION DEVICES.

RELATING TO CAMPUS SAFETY.

Requires students of the University of Hawaii, including transfer students, to complete training on federal laws and University policies regarding sexual misconduct prior to the completion of initial registration into the university of Hawaii system. Amends the frequency that training and programming regarding sexual misconduct is provided to university of Hawaii students and employees.
