Makes it a misdemeanor for a hosting platform to collect a fee for booking services regarding transient vacation rentals that are not lawfully certified, registered, or permitted under applicable county ordinance.
Establishes biennial requirements of forty credit hours in specified continuing medical education programs for renewal of physician assistant licenses, beginning with the renewal for the licensing biennium on 2/1/2020, and every biennial renewal thereafter. Authorizes the Hawaii Medical Board to conduct random document audits to enforce compliance. Specifies conditions for forfeiture and reinstatement of a license.
Prohibits dispositions authorizing the diversion of water from streams unless certain conditions are met. Requires moneys collected through such dispositions to be deposited into the Forest Stewardship Fund, provided that the Department of Hawaiian Home Lands and Office of Hawaiian Affairs each receive their constitutionally-entitled share.
Makes an appropriation to the University of Hawaii College of Tropical Agriculture and Human Resources for research and prevention of the spread of ornamental ginger pathogens.
Provides a tax credit to a taxpayer who trades-in a personal motor vehicle and purchases a new motor vehicle in the taxable year. Requires proof of off-street parking for a certificate of registration for a motor vehicle. Requires the director of finance to charge an additional fee for certificates of registration issued to an individual who holds three or more unexpired certificates of registration for motor vehicles owned in an individual capacity at the time the certificate of registration is issued.
Increases the minimum wage rate to $15.00 per hour and requires the State to contribute $2.00 per hour per employee to employers with 25 or fewer employees beginning 1/1/2022.
Provides that any individual or married couple filing a joint return may designate any portion of a state income tax refund to be paid over to the Hawaiian home general loan fund.
Amends the offense of unsworn falsification to authorities to include knowingly making a false statement, in oral, written, printed, or electronic form, to a public servant engaged in criminal, civil, or administrative enforcement activity pursuant to the public servant's investigative or inspection authority.
Requires the Department of Land and Natural Resources, in collaboration with the county councilmember representing the south Maui residency area, Kihei Community Association, and ‘Aha Moku O Kula Makai, to develop a master plan to expand public access to the shoreline in south Maui, particularly state-owned land. Appropriates funds.
Requires operators and passengers of motorcycles, motor scooters, mopeds, and bicycles to wear safety helmets.
