Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaii at Hilo. Authorizes the Hawaiian Language College Revolving Fund to include moneys from any revenue source and requires expenditures in the fund to be used to support the Imiloa Astronomy Center. Requires the Hawaiian Early Learning Trust Fund to support the Hawaiian-Language-Medium Education Pathway. Establishes a cap on individual deposits into the Hawaiian Language College Revolving Fund and the Hawaiian Early Learning Trust Fund. Effective 7/1/3000. (HD1)

Appropriates funds for the Department of Health to develop and implement a public health and informational campaign and contract with community-based organizations to prevent substance misuse and treat substance use disorder among youth. Effective 7/1/3000. (HD1)

Establishes an executive committee and amends the membership and duties of the Hawaii Climate Change Mitigation and Adaptation Commission (Commission). Requires each member agency of the Commission to implement its own actions to address certain strategies and goals established by the Commission. Establishes reporting and review requirements for member agencies relating to climate change mitigation and adaptation efforts and clean economy targets. Updates reporting requirements for the Sea Level Rise Vulnerability and Adaptation reports. Allows the Commission to enter into certain procurement contracts. Prohibits minimum off-street parking requirements for new developments or redevelopment projects located in transit‑oriented development infrastructure improvement program areas. Effective 7/1/3000. (HD1)

Requires cooperative housing corporations, planned community associations, and condominium associations to allow owners to display the Hawaiian flag within the owner's property. Allows reasonable time, place, and manner restrictions on Hawaiian flag displays to protect a substantial interest of the association or corporation. Effective 7/1/3000. (HD1)

Authorizes the counties to require contractors to disclose information regarding their employees' wages, benefits, hours, and employment status. Effective 7/1/3000. (HD1)

Establishes limits on transactions through digital financial asset transaction kiosks. Requires operators of digital financial asset transaction kiosks to use blockchain analytics and tracing software to prevent fraud; make certain disclosures; provide receipts to customers; provide full refunds under certain circumstances; and provide live customer service and a dedicated communications line for the Attorney General, Office of Consumer Protection, Department of Law Enforcement, and county police departments.

Requires any hospital licensed by the Department of Health that has an operating room to adopt and implement policies to prevent exposure to surgical smoke. Effective 7/1/3000. (HD1)

Requires the Department of Education to develop and implement a statewide Artificial Intelligence Literacy Curricula Plan for students in eleventh and twelfth grades, beginning with the 2027-2028 school year as a condition for graduation. Establishes the Advisory Council for Artificial Intelligence Education. Establishes a three-year Artificial Intelligence Education Grant Pilot Program within the Department of Education. Requires reports to the Legislature. Appropriates funds.
