RELATING TO TEACHER RENTAL HOUSING.

Authorizes HHFDC to assist DOE in developing housing projects for teachers and other school employees and contract or sponsor an experimental or demonstration housing project with any state department or agency. Appropriates funds for deposit into the dwelling unit revolving fund. Authorizes DOE to lease land and contract with private entities for the development, management, maintenance, or revitalization of housing for teachers and other school employees. Permits a private entity to lease housing to other eligible tenants if occupancy of the housing falls below a percentage threshold as determined by DOE. Effective 6/30/3000. (HD2)

RELATING TO GOLF CARTS.

Prohibits golf carts from operating at a speed greater than twenty-five miles per hour. Prohibits neighborhood electric vehicles and golf carts from being driven on highways with a posted speed limit greater than twenty-five miles, except for crossing an intersection at a highway with a posted speed limit greater than twenty-five miles. Restricts operation of neighborhood electric vehicles or golf carts to daylight hours unless the vehicle is equipped with headlights. Authorizes county police departments to confiscate neighborhood electric vehicles or golf carts at the time of violation.

RELATING TO MOTOR VEHICLE SAFETY INSPECTIONS.

Requires the department of transportation to amend its administrative rules to allow motor vehicle owners whose motor vehicle registration and safety check are both expired to register their motor vehicle without first obtaining a certificate of inspection or obtain a certificate of inspection without first registering their motor vehicle. Effective 6/30/3000. (HD2)

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties. Effective 6/30/3000. (HD1)

RELATING TO HUNTING.

Requires the Department of Land and Natural Resources to create and periodically update a game management plan. Requires the Board of Land and Natural Resources to establish a certified public hunter program to address the growing problem of feral pig populations on private property and in residential areas. RELATING TO THE ENVIRONMENT.

Establishes a zero-emission vehicle fleet purchasing assistance program within the Hawaiʻi state energy office to support the transition of private fleets to zero-emission vehicles. Designates the Hawaiʻi state energy office as the agency responsible for developing and administering the program and requires the Hawaiʻi state energy office to work with the department of transportation to design strategies to implement the zero-emission vehicle fleet purchasing assistance program. RELATING TO AGRICULTURAL PARK LEASES.

Allows the department of agriculture to extend the agricultural park lease of any lessee who holds a lease with a remaining term of 15 years or less; provided that the land covered by the lease is 25 acres or less, located in a county with a population of less than 500,000, and in active agricultural production.
