Appropriates funds to the Department of Education to strengthen student transportation services for Hawaiʻi's public school system.
Beginning with the 2024-2025 school year, requires the Department of Education to provide free breakfast and lunch to students enrolled in a public school who meet certain requirements. Appropriates funds.
Requires eligible schools to participate in the federal Community Eligibility Provision, which provides federal funds to help schools offer free meals to all students. Appropriates moneys for any difference between federal funds amounts and costs of providing free meals. Declares that the general fund expenditure ceiling will be exceeded.
Prohibits retailers from selling or offering for sale certain combustion engine-powered mopeds beginning 1/1/2026.
Creates the Kona Community Development District to allow for planning, development, and maintenance of public lands in Kona, on the island of Hawaiʻi. Amends the Hawaiʻi Community Development Authority membership to include members of Kona. Requires the Hawaiʻi Community Development Authority and the Department of Corrections and Rehabilitation to seek federal grants and loans from the United States Department of Agriculture's Community Facilities Direct Loan and Grant Program for the construction of a correctional project within the new development district. Prohibits the removal of a manufacturer- or factory-installed speed limiting device from an electric bicycle. Prohibits the operation of an electric bicycle, in which the manufacturer- or factory-installed speed limiting device was removed from the electric bicycle, on a public highway.
Establishes the Hui Hoomana task force to identify actionable priorities and financial resources to offer the State's residents universal access to affordable, high-quality healthcare and health insurance.
