Appropriates funds to support the State's response to the August 2023 wildfires that affected the County of Maui. Requires the Auditor to conduct an audit on the contracts funded by the appropriation. Makes an appropriation to the One Ohana Bank Trust Account to compensate victims of the 2023 Maui wildfires. Repeals general obligation bond issuance and appropriation for the Other Post-Employment Benefits Trust Fund. Changes the 2024-2025 general fund appropriation to the Hawaiʻi Housing Finance and Development Corporation to general obligation bond funds. Transfers to the general fund the excess balances of various non-general funds from various state departments and agencies. Temporarily lifts various restrictions on the use of funds for Maui wildfire response. Appropriates moneys. Declares that the appropriations exceed the state general fund expenditure ceiling for 2023-2024. Effective 7/1/2050. (SD2)

For policies, contracts, plans, and agreements issued or renewed after 12/31/2024, requires the insurers, mutual benefit societies, and health maintenance organizations to provide coverage for standard fertility preservation services for persons undergoing medically necessary treatment that may cause iatrogenic infertility. Expands the zoning powers of counties. Expands the scope of the transient accommodations tax law to include certain shelters and vehicles with sleeping accommodations. Takes effect 7/1/2040. (SD2)

Authorizes the Department of Health to require all restaurants and hotel establishments to maintain an inventory of an opioid antagonist. Expressly permits law enforcement officers to carry an opioid antagonist while on-duty. Requires funds for the purchase of opioid antagonists used by law enforcement officers employed by a county to be paid for using county funds. Clarifies that emergency personnel and first responders may administer an opioid antagonist to an individual experiencing an opioid-related drug overdose. Takes effect 12/31/2050. (SD1)
