Requires every retail dealer to conspicuously post a tax rate decal on each pump owned or leased by the retail dealer that displays the current federal fuel tax, state fuel tax, each county's fuel tax, and state license tax assessed on a gallon of gasoline and other liquid fuel sold at the pump. Establishes the tax rate decal special fund to be administered by the department of agriculture. Provides a penalty. Makes appropriation. Takes effect on January 1, 2018.
Prohibits electric utilities from installing power connections or transferring accounts or services without owner or legal occupant consent. (HB871 HD1)
Requires all limited service pregnancy centers to accurately disclose availability and enrollment information for reproductive health services. Establishes privacy and disclosure requirements for individual records and information. Authorizes civil penalties and civil actions for enforcement and remedy. (HB663 HD1)
Prohibits the use of polystyrene food and beverage containers in state-owned and state-run buildings and facilities beginning 1/1/2020. Requires that food and beverages be packed in compostable containers. Prohibits new contracts to purchase polystyrene food or beverage containers beginning 1/1/2018.
Establishes a permit that exempts sustainable living research and sites from certain county codes, ordinances, and rules. Effective 7/1/2038. (HD1)
Allows hosting platforms registered with the Department of Taxation to act as tax collectors on behalf of the short-term rental lodging operators. Applies the general excise tax to short-term rental lodging. Requires hosting platforms to report detailed operator information with filing of tax returns. Requires operators to keep records for at least three years. (HB1470 HD1)
Requires coffee blend labels to disclose regional origins and per cent by weight of the blended coffees. Prohibits using geographic origins of coffee in labeling or advertising for roasted or instant coffee that contains less than 51 per cent coffee by weight from that geographic origin.
Removes discriminatory requirements for mandatory insurance coverage of in vitro fertilization procedures to create parity of coverage for same-sex couples, unmarried women, and male-female couples for whom male infertility is the relevant factor.
Requires the Department of Human Services to post on its website, reports of child care facility inspections and corrective actions taken by the facility. Requires annual reporting to the Legislature on records and actions involving violation complaints. Appropriates funds. (HB673 HD1)
