Establishes a state income tax credit for certain expenses incurred by pre-kindergarten through grade 12 teachers, instructors, counselors, principals, or aides in a school. Applies to taxable years beginning after 12/31/2021. Effective 7/1/2050. (HD1)
Appropriates funds for capital improvement projects in the second representative district.
Requires the department of accounting and general services and department of land and natural resources to require that, for all projects undertaken on state land or public land, three new trees are to be planted whenever an existing tree is cut down.
Provides that the facts and circumstances to be considered in establishing the offenses of criminal trespass in the second degree and criminal trespass onto state lands may include but not be limited to authenticated photographs, video recordings, or other recordings that show the commission of the offense. Requires a contract for the purchase of local produce having a value of more than $250 to be for a term of at least 5 years.
Repeals the state public charter school commission. Transfers the duties of the state public charter school commission to public charter school authorizers. Transfers appropriations from the state public charter school commission to the board of education to be used by public charter school authorizers.
Establishes the criminal offense of sexual assault of an animal. Provides for impoundment and forfeiture of a sexually assaulted animal.
Defines "pre-contact historic property". Clarifies that the historic preservation program includes the development, publication, and distribution of materials about protections for burials, historic sites, and archaeological resources. Increases civil and administrative fines for certain violations of historic and preservation requirements and makes violators liable for costs associated with mitigation or restoration measures. Requires the office of youth services to establish a pilot program to offer mentorship services to Pacific Islander students in high school and college. Establishes 1 FTE position for a youth pilot program coordinator. Requires a report to the legislature. Appropriates moneys.
