Exempts the net capital gain from the sale of a residential property by a taxpayer who is sixty-five years of age or older from the capital gains tax.
Establishes a working group within the department of accounting and general services to study and recommend to the legislature improvements to the management of the state procurement office and methods of procurement, particularly in the area of natural resource management. Requires a report prior to the convening of the regular session of 2023.
Directs the public utilities commission to adopt guidelines for interconnection applications that would trigger distribution, transmission, or other utility infrastructure upgrade costs in excess of a threshold determined by the commission. Effective 7/1/2100. (HD1)
Requires the board of education to hold no less than six community forums annually, with at least one forum in each county. Makes board member attendance at community forums permitted interactions under certain circumstances. Requires the board to include an open forum for public comments on non-agenda items. Requires a report to the legislature on implementing open forums at board of education meetings. (HD1)
Allows an electric utility to own, operate, lease, plan, construct, install, maintain, or replace broadband facilities, including middle mile infrastructure, to help facilitate the development of and investment in broadband facilities and services to rural, unserved, underserved, and urban communities throughout the State. Specifies that any minor who resides in the same household as the victim of domestic abuse may file a petition for an order of protection or temporary restraining order.
Appropriates funds for the second year of a program to train incarcerated women to be general education development tutors for their peers, provide college correspondence courses for women in the women's community correctional center, and provide reentry and transition services for women wanting to continue their education post incarceration. Enables partnerships with the Department of Education, University of Hawaii, and Department of Public Safety. Appropriates moneys. Effective 7/1/3000. (HD1)
Appropriates moneys for residential programs that allow minor children to remain with their mothers, to reduce the risk of trauma and multigenerational incarceration, including communitybased furlough programs, residential drug treatment programs, therapeutic community programs, and mental health programs. Repeals the 6/30/2022 sunset date of Act 14, SLH 2020, which established statutory provisions relating to hemp production and processing.
