Prohibits a landlord or the landlord's agent from charging an application fee for a criminal background check or credit report if an applicant provides a certified copy of a criminal background check or credit report. Prohibits a landlord or the landlord's agent from charging an application fee if a comprehensive reusable tenant screening report is available. Requires a landlord or the landlord's agent to provide, upon request, a certified copy of an applicant's criminal background check or credit report.

Establishes additional regulations for the registration and use of electric bicycles. Amends the definition of electric bicycles subject to various state laws and classifies electric bicycles by top assisted speed. Defines "electric micro mobility device" and requires the same regulations as electric foot scooters to apply to electric micro mobility devices. Prohibits anyone under fifteen from operating a class 3 electric bicycle. Increasing the age for those required to wear a helmet when operating a bicycle. Effective 7/1/3000. (HD1)

Clarifies that proof that a transferor has filed required notice forms serves as a complete defense to any action brought against the transferor for an act or omission, civil or criminal, arising out of the use, operation, or abandonment of the vehicle by another person. Requires, by July 1, 2026, the courts to create new forms permitting transferors to respond to actions arising out of the use, operation, or abandonment of transferred vehicles. Effective 7/1/3000. Categorizes electric bicycles into three classes based on speed and operation. Requires electric bicycle manufacturers and distributors to apply a label to each electric bicycle. Authorizes county police to confiscate bicycles for certain offenses. Increases penalty fee paid upon redemption. Imposes a requirement that counties inform individuals of the applicable traffic code, safety information, and penalties for violations at the time of registering a bicycle.

Mandates that each school sporting event of 25 or more participants have an AED trained faculty member or athletic trainer in attendance and all schools be equipped with AED devices, Narcan, EpiPens, and inhalers. Mandates CPR training for coaches and athletic trainers. Appropriates funds.

Establishes statewide goals for solid waste reduction and organic waste diversion. Requires each county to incorporate into its next integrated solid waste management plan revision a plan to divert certain organic waste generated within the county in alignment with established state benchmarks. Requires condominium associations to repair defective conditions of common elements that constitute health or safety violations. Allows unit owners to make the repairs at the association's expense.

Requires the Department of Agriculture to establish a Healthy Soils Program. Requires an annual report to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

Establishes the Statewide Interagency Food Systems Coordination Team and the Interagency Food Systems Working Group within the Department of Agriculture. Requires reports to the Legislature. Appropriates funds. Effective 7/1/3000. (HD1)

Establishes the Hawaii Cannabis and Hemp Office within the Department of Commerce and Consumer Affairs to regulate all aspects of the cannabis plant. Beginning 1/1/2026, legalizes the personal adult use of cannabis. Establishes taxes on the retail sale of adult-use cannabis and the sale of medical cannabis. Adds new traffic offenses relating to the consumption or possession of marijuana or marijuana concentrate. Makes conforming amendments related to the legalization of personal adult use of cannabis. Beginning 1/1/2026, decriminalizes certain drug offenses related to marijuana and marijuana concentrate. Transfers the personnel and assets of the Department of Health and assets of the Department of Agriculture relating to cannabis to the Hawaii Cannabis and Hemp Office. Establishes various positions within state entities to regulate the personal adult use of cannabis. Appropriates funds. Effective 7/1/3000. (HD1)
