Requires the animal industry division of the department of agriculture to administer an assessment and approval process to import and move aquatic livestock in the State. Allows the animal industry division to issue permits for such purposes. Requires the animal industry division to develop a risk-based framework for the aquatic livestock assessment and approval process and to undertake certain activities to develop and expand the aquaculture industry. Requires the Department of Land and Natural Resources to create and periodically update a game management plan. Requires the Board of Land and Natural Resources to establish a certified public hunter program to address the growing problem of feral pig populations on private property and in residential areas. Establishes a two-year water neutrality turf replacement pilot program in the county of Maui department of water supply to provide financial incentives to replace irrigated turf with turf or other plants that use less water. Specifies that a government agency does not assume ownership or jurisdiction over a disputed road solely through maintenance or repair activities. Authorizes the State to transfer ownership of roads in favor of counties by quitclaim if requested by the county. Effective 6/30/3000. (HD1)
Provides that the State or a county that repairs or maintains a street of which the ownership or jurisdiction is in dispute between the State and the county shall be immune from liability for personal injuries or property damage arising out of the repair or maintenance of that street. Deems that maintenance of a street shall not confer ownership or jurisdiction over such street if the ownership or jurisdiction over the street is in dispute between the State and the county.
