RELATING TO ASTHMA.

RELATING TO HEALTH CARE PRECEPTORS.

Expands the definitions of "preceptor" and "volunteer-based clinical training rotation" to allow for improved accessibility for providers to receive income tax credits. Adds dieticians, physician assistants, and social workers to the list of preceptors. Includes the director of health on the preceptor credit assurance committee. RELATING TO CESSPOOLS.

Implements the recommendation of the cesspool conversion working group to accelerate the dates for required upgrades, conversions, or connections of priority level 1 cesspools and priority level 2 cesspools by requiring priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2030, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2035, rather than before 1/1/2050. Effective 6/30/3000. (HD1)

RELATING TO DENTISTS AND DENTAL HYGIENISTS.

Adds "community health center" to the list of eligible organizations at which those with a community service license may practice. Allows dental hygiene and dental college graduates who have graduated from educational programs recognized by the American Dental Association Commission on Dental Accreditation to apply for temporary or community service licenses. Expands eligibility for a community service license to practice dentistry to those candidates who have passed the Integrated National Board Dental Examination within five years of the date of request. RELATING TO FLOODING.

Appropriates moneys as grants-in-aid to the several counties for the mitigation of flood risks on privately-owned roads. Provides that the appropriation or expenditure of moneys pursuant to the Act shall not be construed to establish a duty of care or grounds for liability for the State or the several counties. RELATING TO THE BOARD OF EDUCATION.

Requires the board of education to invite the exclusive representative for bargaining unit (5) (teachers and other personnel of the department of education) to appoint a nonvoting public school teacher representative to the board and the exclusive representative for bargaining unit (6) (educational officers) to appoint a nonvoting public school administrator representative to the board. Establishes a recusal process for these representatives. Effective 7/1/3000. (HD2)
